This checklist, developed by HydroLOGICA and the Global Water Center, is a structured review tool for evaluating borehole drilling contracts before they are signed. It is organized as a series of tables where reviewers mark whether each contract element is present, note the page number, and record comments - covering the contract's intro/purpose, the legal relationship between client and contractor, scope of services and borehole locations, referenced construction standards, payment terms (including provisions for low-yielding or dry boreholes and water quality failures), the project timeline, and modification terms.
It also walks through the client's and contractor's respective obligations and responsibilities (licenses, permits, site safety, drilling methods, equipment, water quality testing, site restoration, and demobilization), along with confidentiality, force majeure, termination, anti-corruption (FCPA/UK Bribery Act), communication, and signature requirements. A final section checks for supporting documentation such as the bid/ToR, technical specifications, bill of quantities, borehole design, and engineering diagrams. Used together, the form helps procurement and project staff confirm a contract is complete and technically sound before committing to a driller.
